Ryan White Program, HOPWA
and General Revenue

The Miami-Dade HIV/AIDS Partnership is the official planning council for coordination of services between the Ryan White Program, the Housing Opportunities for Persons with AIDS (HOPWA) Program and General Revenue. Partnership members prioritize Ryan White Part A services and allocate Ryan White Part A funds received in Miami-Dade County.


The Ryan White Program

The Ryan White HIV/AIDS Program is a Federal program that provides HIV-related health and support services to areas that are most severely affected by the HIV/AIDS epidemic.

Funding is divided into 5 Parts:

  • Part A: Eligible Metropolitan Areas and Transitional Grant Areas
  • Part B: States and Territories
  • Part C: Early Intervention Services
  • Part D: Services for Women, Infants, Youth, Children, and their Families
  • Part F: Special Projects of National Significance (SPNS), AIDS Education and Training Centers (AETC), Dental Programs, and the Minority AIDS Initiative (MAI)
  • Housing Opportunities for Persons with AIDS (HOPWA) Program

    The HOPWA Program provides states and localities with resources and incentives to devise long-term comprehensive strategies for meeting the housing needs of low-income persons with AIDS. The City of Miami is the local HOPWA Administrator. The Miami-Dade HIV/AIDS Partnership′s Housing Committee provides funding and policy recommendations to the HOPWA grantee for the use of HOPWA funds.

    The Florida Legislature first appropriated general revenue funds to county health departments in FY 1986-87 to provide comprehensive health care services to people living with HIV.

    In Miami-Dade County, the South Florida AIDS Network (SFAN) receives General Revenue funds for HIV/AIDS services that are provided by SFAN and other subcontracted service providers.

    Services include outpatient medical care, case management, mental health services, prescription drugs, home health care, nursing home care, outpatient substance abuse, health education/risk reduction, residential care (adult/child), transportation and inpatient hospital care.
